How to understand this English sentence?

Does “darkly rain-swept watercolors ” means “watercolors which depicts the darkly rain-swept picture” or, does it mean “watercolors which itself looks like the darkly swept rain “?

Does this sentence mean “In a way, he is not good at arranging “bright yellow porcelain vases and darkly rain-swept watercolors”
