How to mix concentrated watercolor paint?

I have no idea if I’m doing it the “right” way but I pretty much have just been combining water to the concentrate and trying to stir it. But it always leave big clumps of concentrated paint in the water. If I’m doing it incorrectly please tell me the correct process before I waste anymore paint!
Well by concentrated, I mean the concentrate is in liquid form. But you have to mix it with water to be able to paint with it.
